Each feature is implemented in dependency order against its frozen suite and authenticated in real time — its suite runs the moment its code lands. Failures are not patched here; they are recorded as error nodes for RHA. The approval that follows does not mean "ship this": it means proceed to healing — RHA runs a bounded repair pass on every failure next. Approving a build with red tests is the normal path, not a concession.
